HSE & Compliance

Safety management, environmental performance and regulatory compliance at the terminal.

Safety is the operating standard

Bulk liquid storage carries inherent hazards: flammable products, pressurised systems, large volumes in single containment and constant movement by road, rail and water. Our response is a safety management system that assumes those hazards are real and designs the operation around controlling them.

Management system

We operate an integrated management system covering quality, environment and occupational health and safety, aligned with ISO 9001, ISO 14001 and ISO 45001 and audited externally each year. The system sets out how work is planned, how risk is assessed, how competence is assured and how performance is reviewed.

Regulatory framework

The terminal operates under environmental permitting, Seveso III obligations for major accident prevention, ATEX provisions for explosion safety, and the PGS 29 guidance for atmospheric storage tank integrity. Our compliance function maintains the interface with regulators and manages the change process as regulations evolve.

Emergency preparedness

Firefighting capacity, spill response equipment and trained personnel are maintained on site, with emergency exercises run on a regular cycle covering fire, spill, medical and marine scenarios. Emergency plans are coordinated with the port authority and local emergency services.

Contractor management

Contractors working on site operate under the same permit-to-work system and safety rules as our own personnel. Competence and insurance documentation are verified before mobilisation, and a site induction is mandatory for everyone entering the terminal.

Framework

Compliance areas

Seveso III

Major accident prevention policy, safety report, emergency planning and land-use planning consultation obligations.

ATEX & explosion safety

Zoned area classification, equipment selection appropriate to zone, and periodic verification of explosion protection.

Environmental permitting

Permit conditions covering emissions to air, water and soil, noise, waste and reporting, monitored and reported as required.

PGS 29 tank integrity

Inspection, maintenance and repair regime for atmospheric storage tanks including bunding and secondary containment.

Customs & excise

Excise warehouse authorisation and customs procedures for stored, transiting and dispatched goods.

Contractor compliance

Pre-mobilisation verification, induction, permit-to-work control and supervision of all contractor activity on site.

Performance

Measured, reviewed and reported

Safety and environmental performance are tracked with leading and lagging indicators. Leading indicators — near-miss reporting, safety observations, permit compliance, training completion — tell us how well the system is working. Lagging indicators tell us what happened.

Both are reviewed at management level on a defined cycle. Where performance trends in the wrong direction, the response is a specific corrective programme with an owner rather than a general instruction to be more careful.

  • Leading indicators reviewed monthly at management level
  • Investigations establish root cause, not blame
  • Corrective actions tracked to completion with named owners
  • Emergency exercises run on a regular cycle

Safety culture

What we expect of everyone on site

Stop work if unsure

Anyone may stop a task they consider unsafe, and will be supported for doing so. No exception, no reprisal.

Report near misses

A near miss reported today is an incident prevented tomorrow. Reporting is encouraged, not penalised.

Follow the permit

Permits and procedures exist because the risk was assessed. Deviating without authorisation is never acceptable.

Look after each other

Intervening when a colleague is at risk is an expectation of the role, not an optional courtesy.

Request our safety documentation

Safety policy, emergency plans and management-system certificates are available to customers and contractors.
